Dear Mr.Eden,

With reference to my letter of October 28th and my letter of November 12th together with your letter of November 12th concerning the draft treaty on extraterritoriality in China, I enclose a further message from the Department of State dated November 17th.

This message mentions that

the American draft treaty was presented to the Chinese Government on October 24th and that it would be gratifying to the Department if the treaty could be signed within the next three or four weeks.
